3E Wizards of High Sorcery clarifications

After reading the Dragonlance Campaign Setting, I have a couple of questions about the Wizards of High Sorcery.

First of all, why is specialization a requirement for the prestige class? This seems heavy-handed and limiting. So, every White Robe is an abjurer or a diviner? And only Red Robes can be illusionists? What about conjurers and evokers, who aren't even listed? Are they all just branded renegades? It just seems kind of odd that specialization is a requirement for Wizards of High Sorcery; you'd think that someone could just aspire to be a normal wizard and still make it into the order. I'm rambling now, so I'll continue to question #2.

I'm guessing this might be covered in the Age of Mortals sourcebook, but what exactly is the status of the Orders of High Sorcery? Who heads the various Orders? Is it currently possible for petitioners to travel to Wayreth to take the Test?

Anyhow, those are my questions. If anyone (preferably someone official) could clarify either of these things for me, that would be awesome.

The Age of Mortals sourcebook has rules on playing Generalist WOHS... something that probably would have been better placed in the DLCS IMHO.

I don't have said book, so others will have to detail those rules for you.
