Undead Battery Question

The feat from Age of Mortals, page 209.

I was wondering, does it still take a Sorcerer or Mystic a full round action to apply a metamagic feat if they reduce the effective spell level increase to +0?

Also, can the stored energy be used to just plain cast spells, but not spells higher than the sorcerer/mystic's charisma modifier?

I can't see why not. Theres nothing to say that it has to be used to cast higher level spells.

Yes, it still takes a full round action to apply the metamagic feat (represented by the act of focusing the absorbed energy towards casting the spell).

No, it cannot. The energy can only be applied towards the use of metamagic feats when using sorcery and/or mysticism (wizards and clerics cannot use the Undead Battery feat), it cannot be used to cast spells without losing that 'spell slot' per day. However, if you want to house rule it differently, that's cool
