Whippick stats

My wife's playing a female kender in Dragonlance 3e, and she wants her kender to have a whippick, for both fighting and using her perform (whippick) skill. What would you guys say the stats on this are?

Light Melee Weapon

The whippik is a slim rod of iron wood with a length of looped catgut on the end, resembling a riding whip. It can be used similar to a short whip and to shoot darts. Using a whippik provokes an attack of opportunity as if you had just used a ranged weapon. The looped catgut can be wrapped around the leg or arm of an opponent and used for a trip attack. If you are tripped during your own trip attempt you can drop it to avoid being tripped. Used as a whip you recieve a +2 to opposed attack rolls made to disarm an opponent (including the roll to avoid being disarmed if such an attempt fails). You can use the Weapon Finesse feat to apply your dexterity modifier to attack rolls with a whippik. As an instrument it can be plucked to make varying musical tones.

* This attack deals non-lethal damage rather than leathal damage.
