Wouldn't Goldmoon's semi-regular conversations with her dead husband qualify as Necromantic spells?

From the SAGA standpoint, that would be Spiritualism (for which there is no domain).

The Citadel Mystics felt that the sphere of necromancy was evil, and so they prohibited it's study at the Citadel. Spiritualism was okay, although it was sort of frowned upon at times.

Spiritualism = Spiritual undead
Necromancy = Physical undead

Its interesting that according to the rules a Citadel Mystic can summon hideous ghouls to fight for her (Call Undead) with no negative ramifications, but if she communicates with the spirit of a dead hero (Speak with Dead) she loses some of her abilities and all reputation.

No, she can't. If call undead is used to summon an evil undead creature, it is considered an Evil spell and therefore cannot be cast by a Citadel Mystic.

Goldmoon wasn't using speak with dead to talk to Riverwind's spirit - Riverwind's spirit was actively talking to her. It couldn't exactly go anywhere after all, given Takhisis' necromantic barrier that was preventing the souls of the dead from departing Krynn. Same reason Caramon showed up to speak to Palin at the top of the Silver Stair.

Cheers,
