Belierin

Belierin is a foggy, mysterious layer of Elysium. Shadowy, evil creatures have been spotted lurking there on the otherwise-pure plane of Neutral Good. Titanic monsters lurk there- mythic versions of their average fellows. It is rumored that a powerful evil being is imprisoned on this layer. Any thoughts or opinions or cool ideas regarding this?

"Well, for irony's sake, let a fiend illuminate this bit of dark in Elysium's most secretive layer."

*smiles and adjusts dress ever so slightly*

"The Mother of Serpents. Imagine a hydra, now imagine it scores larger. A creature of nightmare I assure you."

"They girded the layer and shrouded it from divinations and sealed those portals into the plane from most every source. Only a scant few remained, and those that did became one way only, leading into the layer, but never back out."

"The beast raged across the layer in fury, but was direly pained by the waters of Oceanus, by whose transit was the only way free of the layer. And there it was trapped."

"The guardinals yet to this day maintain vigil over the layer, and over the great beast from the fortress of Rubicon situated on an island surrounded by the waters of Oceanus."

"But woe to them should it ever find itself free to ravage the other layers of Elysium. The shame of the guardinals, allowing such a beast to exist and live free upon the plane of ultimate good."

"Don't trust the word of this fiend? Go there and see it for yourself. I assure you, it is impressive even contained and imprisoned."

Darn, things were going so nicely here on Elysium. I thought the mist might be a nice reminder of the smog from dear old Sigil. *sniff* I guess I won't be exploring there.
