Would it be hard to integrate it into 3.0 even for a relative newbie? I've never played 3.5 and don't exactly have the money to get the new rulebooks.

For the most part everything will work fine, but if you wanted to you could check out the SRD.

But I believe that you can easily run it with 3.0 phb.

Very simple.
I'm running DragonLance using the 3.0 ruleset also.
Beyond the new rules for Damage Reduction I've not had to do any real work at all to convert the DLCS to 3.0

Changing the 3.5 DR to 3.0 compliant DR took a bit of thought but that's it, even so one could easily get assistance on any of the very few elements that might be even remotely questionable.

The DLCS is 3.5 in name, but not much of the rules laid out use anything 3.5 specific so there is little in the way of conversion to do.

The forthcoming DragonLance Bestiary is likely to need quite a bit of work to make it useable in a 3.0 game if your planning on picking it up in December.
Personally, I'm going to skip it.

If you have any issues after getting the DLCS (which IMHO is relatively unlikely) I'm sure at least a few here besides myself have already done the conversions necessary.
