Hiddukel's Prophesy came true.

Now this may have been retconned, change, but from what I have read it hasn't. Anyways,

In Dragons of Summer Flame we learn that Hiddukel tricks Chislev into talking to Reorx saying that if Reorx made the gem the Neutral axis would have a stronger hold on Krynn (paraphasing of course). Well it only took a few thousand years (at least) but look at the way things turned out. Chaos gets freed, Gods disappear (not exactly but you get my point), Gods come back, Paladine is mortal, Takhisis is dead, and the Neutral gods are standing tall. Neutral really did become come out ahead with a firmer hold on Krynn. Hiddukel was right....wouldn't be suprised if he was just a little upset that what he thought was a good lie at the time, actually truned out to be true.

If I recall correctly, this was actually Morgion, not Hiddukel. While the Duke was rumored to be the culprit, for obvious reasons (God of Lies, Treachery, etc) apparently Morgion was actually the one to trick Chislev, as Reorx himself (as Dougan) says.

So perhaps this was something he'd actually planned from the beginning, as Morgion is a little less prone to lying for the hell of it than, say, Hiddukel. Maybe this is how Morgion plans to push for dominance of the evil side of the pantheon...

Hmm. Makes for a neat plot. I like it.

Why not Gilean diguised as Hiddukel disguised as Morgion? He had the most to gain from the neutral gods gaining the upper hand.

Well, Reorx said that he thought Chaos actually enjoyed being the graygem.

I've always played Morgion as the only loyal servant of Chaos among the gods. After all, his concerns (death and decay) are pretty much entropic, and Chaos is continually trying to undo creation.
