Two, the Tower in Nightlund (formerly Palanthas) and the Tower of Wayreth. Who is in charge of them, who's there, what's happening, etc won't be revealed until the Towers of High Sorcery book from Sovereign Press is released, around June this year. From the DLCS, it can be assumed that if any tests are going on while neither tower is avaiable, they are being held where ever Dalamar and Jenna are gathering wizards. More than likely they are currenlty traveling around meeting with former WoHS and advertsing for new members. I would think they are holding off on doing lots of tests until things are more settled. Even when all the towers were in use there were still reasons to hold tests elsewhere.
