I think this can be left up to the DM's discretion. IMO, it would depend on your player's levels as to what should be offered; nothing too overly powerful for lower level characters and nothing too "weak" for higher level characters. Basically, every time someone would come back, there would be different stuff available. That's how I've always run magic shops.

Its not so much WHAT is there for sale so much as what Jenna decides she'll offer to sell to someone. All her good items aren't on display, only special customers get to see certain selections of her inventory.

The question is are the PCs worthy of seeing Jenna's good items?

Well...seeing as how she's helping Dalamar put together the Wizards of High Sorcery again...and there's a game book coming out soon about the Wizards of High Sorcery in the 5th Age....

But it's just speculation on my part.

Do you have the Dragonlance Campaign Setting? If so, check out the timeline on page 209. It gives a brief rundown of the wheres and whyfores of High Sorcery's collapse.

There's an even more detailed timeline of the Fifth Age in the Age of Mortals book, among other nifty things.
