What's a "permanent magic item"?

The item of power a Wizard of High Sorcery gains at 1st level has to be a "permanent magic item." The question is, what counts as a permanent magic item? I know scrolls and potions are obviously out of the question. So what exactly counts as permanent as far as items of power are concerned?

It would have to be something that didn't have charges, and so wouldn't run out. A headband of intellect, although unimaginative as a conclave reward, is a permanent magic item. Perhaps it would be a gift for a particularly stupid mage that somehow managed to get into the WoHS.

Hmm. Presumably, if your intelligence is low enough, you can get away with being a 20th level wizard, and never be contacted by the conclave, because you're still only casting level one spells. I guess you'd have to ask... why would they advance as a wizard for so long?

Easy. So they can prepare and cast 40 1st level spells per day. Hehe. ;)

EDIT: Make that a base of 36 plus 1 for his circlet of intelligence +2, so only 37 1st level spells per day. This of course assumes his Intelligence remains an 11 for 20 levels ...

Or any other thing that you can think of. I think of the only item that was used as an example was the Staff of Magi. When Rast first got it, it was really only a glorified everburning torch that he could turn off. He had to research shelves of books, tome after tome, before he learned all of the other things the staff could do.
Par-Salian even gave him a journal of Magius so that he could read about some of the things the Archmage did with the staff.

Make us your own magic item, like the staff, and make your wizard research it abilities in ancient libraries - those that are left - or use an existing staff, and have the wizard find out how to recharge it.
