Child of the sea CR

In bestiary if krynn, I looked over the child of the sea creature.
They give example for this creature, "Marencetta".
And her Challange rating was ridciously high.
I mean she is just a 3rd level mystic with some bonus traits.
She is a fair match for one hero at level 4 but challange rating are for group of 4 heroes.
So what the hack is going on?

The CR is correct, at least by the rules. Standard player races have a CR equal to their class levels. In the example the base creature was a 3rd level human mystic, therefore CR 3. The Child of the Sea template adds 1 to the CR.
The CR system is pretty subjective. In theory a party of 4 players will expend 1/4 - 1/3 of their resources (HP, spells, potions, etc) in a encounter with a CR equal to their party level. In practice, it depends on too many things like what classes makeup the party, equipment, lucky dice rolls, and so on. All it takes is a couple of critical hits or failed saving throws to screw up what was supposed to be an easy encounter.

I dont get it...
if it is a class base creature is CR is equal to his class level plus adjustments which make it equal for one hero. and if it is other creture such as dragon is CR represent power equal to 4 heroes?
Its just doesnt make sense.
I mean a 20 levelchild of the sea mystic is not equal to ancient fire dragon (both CR21).

The Child of the Sea Mystic and the Ancient Fire Dragon are not supposed to be equal to each other. They are both an appropriate challenge for a group of four 21st level characters.

All CRs are based on a party of 4 characters: one arcanist, one scout, one fighter, and one healer. Any deviation from this makes the CR system a bit wonky.

CRs for dragons also assume that the party knows where the dragon is and how to fight it. If the party is caught off guard and unprepared, a dragon of equal CR will most likely slaughter the poor PCs.

An 11th level Commoner and a 10th level fighter are technically the same CR, but offer widely different methods. Killing off an 11th level commoner is very easy, mostly because the afore mentioned commoner is most likely upwards of 120 years old. What you should take into account though, that 10 CR for an 11th level commoner can be used for a lot more than just fighting him.

If the group of PCs rescue said commoner from the fighter , mentioned in the previous paragraph, and his fellow mercenaries; along with the commoner's children (four CR 8s), grandchildren (sixteen CR 5s), great grandchildren (sixty-four CR 2s) and a few great great grandchildren (eight CR 1/10s) the PCs get a boatload of XP.

In short: CRs aren't just for combat. Not all CRs are created equal.

Mind you a CR 4 is not suposed to be equal to 4 fourth level characters. four 4th level characters should be easily able to beat a CR 4 but it should consume about 25% of their resources, spells, hp or what have you.
