Orcus/Incabulos

Just when I thought that I was pretty familiar with Greyhawk, I’m reading Greyhawk: Gem of the Flanaess, (That’s the dark blue book out of The City of Greyhawk boxed set) When I read on page 93 under the U2 entry entitled, Secret Shrine of Orcus …..It reads, “This foul chamber, decorated with skulls and a large, crudely carved statue of that wretched deity, is the central chamber of Agarat Esiassen, priest of Incabulos.” It later goes on to say, “His sanctuary is filthy and smelly, devoid of anything valuable, except for the two rubies used for the eyes of the statue of Incabulos.”
My question for anyone out there in the know is “Are Orcus and Incabulos one and the same in Greyhawk?”

Not that I am aware of. If I am not mistaken Orcus is the demon prince of the undead and Incabouls is the god of pestilence, plauges and suffering I guess one could worship both they have some of the same goals, death and evil :

I believe that is an editorial mistake... it was going to be a shrine to orcus in the original design, but some place along the way they decided to make it a shrine to Incabulos instead... and missed one of the changes that needed to be made.

Incabulos is a greater god, so that puts him somewhat ahead of Orcus in the divine rank department. But maybe Orcus is trying to make inroads on Incabulos's worshippers?
