If an arcane spellcaster were to cast, i dunno like a create water spell, or some other spell that acctually created plantlife or benifeted the atmosphere, how would that work with the corrupting magic, would it just waste away some other part of the land in place for this new one?

It would be most likely just shuffling things around. They'd drain one location to benefit another, and I'd say it's not a 1:1 ratio. I'd limit their ability to create any kind of permanent effect that benefits, especially in the area of creating plant life, which I feel that creating life is the area of divine, not arcane spellcasters.
