Is the World Serpent Inn part of PS?

I'm in the beginning stages of my very first planescape campaign. I decided to use the World Serpent Inn to get my players to Sigil. But one of them claims to have been there already! He claims that he's seen Mitchifer and the Inn in a PS adv. But he doesn't remember the title. Does this sound familiar to anyone?

The World Serpent Inn does connect to Sigil (I forgot what establishments though), as well as to Cormyr, in Arabel, in the Realms.

It was mentioned in the Volo's Guide to Cormyr, as well as in the Tales of the Outer Planes sourcebook.

It's also mentioned in another of the books on Sigil, though which one exactly escapes me at the moment. There's two entrances to the inn inside Sigil, and so some people think that it's in one ward, and others think that it's in the other ward.

The 3e World Serpent Inn is rather different from the 2e version, and from what I've heard, closer to the original idea behind it. But in any event it has a history in Planescape, or at least precident.

The World Serpent Inn first appeared in adventure OP1: Tales From the Outer Planes. Or so it is said. This was the first and only supplement to the original Manual of the Planes, and precedes Planescape by six or seven years.

I don't have this adventure or anything, but I'm virtually certain that this is the case.

Yes, it appeared 1st in Tales of the Outer Planes. However, being a 1E module, there is no mention of Sigil (since Sigil didn't exist in 1E). The basic role of the Inn was pretty much the same as Sigil, namely allowing easy access to the planes to lower level characters, so in the PS setting it actually wasn't needed much.

Anyway, TotOP is a decent module if you like pre-made adventures. It includes adventures on each of the major elemental planes as well as Astral and Ethereal, and most of the Outer. The last adventure I had a lot of issues with though. However, it won't tell you anything about Sigil or a connection between Sigil and the Inn, so if that's all you want, you'll have to find whichever PS book it is mentioned in. I don't know which one that is though. I haven't seen the Inn mentioned in any of the PS stuff I own, but there are several books that I don't have. If Shemeska's hint is right, it might be "In the Cage", since I know it isn't in "Uncaged" or "Sigil and Beyond", and those are the only Sigil-info books I can think of.

Yes, it's in In the Cage. It's a very brief reference, and I wouldn't have found it were it not for the handy search feature in Adobe Acrobat Reader.

It's mentioned in the description of the Ubiquitous Wayfarer Inn in the Lower Ward (the Ubiquitous Wayfarer is also accessible from The Lady's and the Clerk's wards), only to note that the World Serpent is the only other tavern in Sigil with permanent portals as its entrances, and, by the way, maybe the World Serpent Inn isn't even in Sigil at all - maybe it's in Arabel in Toril. But anyway, there's definitely a portal in Sigil leading there, and quite possibly more than one portal.

Faction War also has a fair amount of info on Sigil's neighborhoods and sites, incidently, although that book doesn't mention the World Serpent Inn.
