It's small but logical. Pre-Cataclysm, Tarsis was a port. Port means fishermen, which means steady food source for the inhabitants. Post-Cataclysm, Tarsis is land-locked and the countryside isn't exactly prime farmland, so it would make sense to have a much reduced population.
