Here's my top five (not in specific order):
1. Queen Yrsa.
2. Tanadaleyo.
3. Papasilenus (minor but loveable and useful NPC from PC1).
4. Agnus McLintock/McDuff.
5. Asteriela, Daughter of Thincol.

Here are mine:

1) Etienne D'Ambreville
2) Prince Morphail
3) Thar (although more could be done with this guy)
4) Haldemar of Haaken
5) Aleena Halaran (on account of her appearance in the Basic Set)

Not sure if they all fit the category "most interesting", but they are definately my favorites, of various reasons

2. Dona Carmina \ Dona Blanca de Belcadiz
3. Anaxibius
4. Porphyriel, Radiant Shaman of the Shadow Elves
5. Sire Milaster (Alfheim embassador in the Shires)
