Portals to Sigil

Here is a weird question: who made the portals to (and from) Sigil?

The rules for portal construction require you to be able to cast a spell that can transport you to that place. The craft wondrous item (formerly craft portal) feat just lets you permanently bind the spell into a magical object/portal.

But you can't get to Sigil except through an existing portal. No spell will let you travel there.

So I don't see how it is possible to craft a new portal to Sigil as there is no known spell for you to permanently bind into the item.

Possible solutions:

1) Maybe there is such a spell but it is not generally known, at least to the public. A secret spell for accessing Sigil that is known only to a few select people.

2) Maybe portals to and from Sigil exist only at the discretion of the Lady.

3) Maybe the Dabus created the portals.

4) Maybe Sigil itself somehow creates the portals -- this might imply a level of sentience on the part of the city itself.

5) Maybe Aosokar created all the portals. Now he is dead so there may not be any more new ones.

6) Maybe the rules for portals were different in 2E and no one has really thought about how the rules under 3E relate to Sigil.

7) Maybe it's a mystery that has no answer.

What do you think?

Thought the only one who can do so is the Lady, since she also has the ability to move then when ever she wishes or shut all of them down.

The 'portals' of FRCS and the 'portals' of Planescape are entirely different, I believe. The one are magical items constructed by powerful wizards, while the ones in PS are naturally occuring phenomena (plane-to-plane) or an extension of the will of the Lady (Sigil-to-plane)

My two coppers.

Shemeska, do you remember the fine difference in terminology between portals to Sigil and portals with both ends elsewhere? I can't for the life of me recall it, or which book it was in.

And what do you think of my choice for president? (assuming pre-FW, of course. Wouldn't do much good from the Mazes.) :D

There are beings who can do that "naturally" (Nic'Epona for example).

I honestly don't remember, except to remember that somewhere it made a really firm distinction between those of Sigil and those naturally occuring ones with two ends elsewhere. Hmm...

(this is going to be amusing all the way through November...)

It might be easier for you to get elected if you just waved some jink in the right direction to get the council to take away the restriction against barmies voting. And then waved a few True Names in the right direction and got a certain Mad Bleaker's Ward attendant to distribute absentee ballots…

Indeed, all those invalids and complete barmies in the Gatehouse really wanted to vote for all the same candidate that I just sure enough happen to support myself. Yeah, funny isn't it. I just 'helped' them. ;)

Portals have one end in Sigil and the other anywhere else. They can be permanent, shifting or temporary. The Lady of Pain determines whether or not they remain open or closed, and certainly creates some - or probably all - of them.

Gates are portals between two places not including Sigil, usually two adjacent planes (e.g. Outlands and any Outer Plane). However, gates can crop up in the realms of the powers that lead to totally different, non-adjacent planes.

Thanks, I knew it was SOMETHING like that, and it was driving me crazy trying to remember.

From what I understand, the Portals of Sigil are subtly different from the other naturally occurring portals of the multiverse. Most other portals occur through metaphysical conjunction of planar spaces and alignments, but Sigil's portals are, according to legend, wounds in the fabric of planar existence left by the blades of Her Serenity. Of course, speculating too deeply on this probably winds up with you in a maze...
