Assuming you had a high enough leadership score, a medium rider could attract a rideable dragon by the time you were 12th level (very young red) or 13th level (very young gold).

And to answer your question, there is a feat in the Bestiary of Krynn that makes a mount able to carry a rider that is the same size as the mount is. This makes gaining a Dragon Cohort much easier.
