Okay I've looked through the books and from what I can see you have the gold to weight conversion 10gp = 1lb and the weights for a number of objects (usually in GP) but what do you do with items that don't have a posted weight e.g. leather armour or thieve's tools? There are a few references that I am aware of: the 1e PHB, pp. 101-102, where we are given the general effects of encumbrance, ie, how will a certain amount of carried weight affect speed, reaction and initiative, but in Appendix O in the 1e DMG, p. 225, we are given the encumbrance of many standard items, and if a certain item is not listed, it's encumbrance is either figured according to any similar items, or left up to the DM's judgment. What's interesting is your example of thieves' picks and tools; it's one particular item that is not considered when calculating encumbrance. On p. 27 of the 1e DMG and p. 75 of the 1e Unearthed Arcana, encumbrance of armor and shields are given. A little it at least tells me where to look for armour and shields, I was aware of appendix O just wondering about the things that aren't there. Three pounds sounds a little excessive for thieves' tools. I believe an old "pineapple" (fragmentation grenade) weighed about two pounds, and I tend to use those as guidelines. Based on various illustrations I've seen, I'd put them at no more than 1 pound when I'm figuring such things.
