It seems a lot are significantly under the suggested DMG guidelines, at least in terms of equipment. Most of the NPCs are listed with their signature equipment, rather than everything that they own. Some of them even explicitly say so, such as Fistandantilus' writeup in Towers of High Sorcery, which notes that Fistandantilus had access to a great many other magical items than those listed. The Dragon Highlords are similarly well-connected. Remember to use Table 4-23 on page 127 of the Dungeon Master's Guide as a guideline for the suggested wealth levels of NPCs in the game, not table 5-1 on page 135, which is for player characters.
