Alright I sat down took a look at what I wanted to develop my own content for. I think I've decided that I would like to develop Nibenay I will probably start a website shortly...

I would like thoughts on my concept for an adventure

(my game while being pre prism pentad could easily be adjusted for post)

Nibenay being weaker in military might looks an easy target for the remaining kings / queens. Relationships are tenuous at best between any of them and Nibenay has seen this day coming for a long time... in fact he has been preparing for this day. Some hundred or so years ago one of former King Tectuktitlay’s priests (moon priest) left the city during his retirement to travel (to meet family in another city, retire outside the city whatever) was captured by a scouting party from Nibeny and “questioned” for information. King Nibenay found that every 2000 years the alignment of the moons causes a weakening between the barriers between the prime material plane and the Grey… Nibenay studied for the past number of years has found a means of taking advantage of ral and guthays alignment (The reason he was so occupied pre prism pentad). Nibenay using what ever means avalible has spoken with the dead and made some arrangement. During this time many of the templars and what weak army Nibenay has set out to perform rituals all over athas and during the ritual Nibinay being the center of it many of those Champions and kings who were once dead are now alive and willing to help Nibenay.Nibenay is weak however the other kings are not and perform similar rituals to restore a few cities lost to the sands (Kalidnay by Kalid-Ma(His body while in Raveloft is no more then a body and can be supplemented with someone elses) Yaramuke by Sielba maybe even a deal offered to Myron (He would have something to gain by kicking some ass) Wyan(for post prism) and Sachia(for post prism), Dregoth is already back shocks the hell out of Nibenay that he could not find him)

If this is a post prism pentad Andropinis could be restored by Nibenay because of his affiliation with shadows and the black… perhaps he was restored before the others. Tectuktitlay could have been brought back as he would be dead in prism pentad Also Borys could be brought back and people only prayed her was gone

I was wondering if Nibinay would go so far as to bind the others to his own life if he died they did… but this was going to be the spring board to my game tell me what you guys think

Hey, it's your game, but issue i have with this is simple: Nibenay's army isn't as weak as you think. It's not largle, but well equipped, disciplined and very, very experienced due to on-going conflict with Gulg. So, my personal perspective - whole basis on game is warped. But it's your world. Maybe make it a simple as Nibenay captured the priest (would an SK let someone retire? methinks not!) learns about the alignment of the moons, then goes about attempting to resurect dead SK's as Kashigira bound to serve him - here's the twist, the last time he tried it, it didn't work, Dregoth wasn't bound to him after he rose from the dead....

This time, he'll get it right and nothing can stop him (except the hero's)

I did not mean to say Nibenay is weak but on a scale of the remaining kings minus those who no one knows like Daskanor and Oronis Nibenay is at the bottom for martial might. Not only that but Nibinay has only recently taken an active role in government from what I read in 2nd ed his Head Templar is only 4th level Templar and 4th Psionic. Take into account that templars usually run major portions of the military and you have some what of an issue. I know that they have minor skirmishes with Gulg over the wood in the forests and that gives them real combat experience this while it would be advantagious if it could not be turned around with enough people from a large military (IE Urik big army, Gulg if it were important their forest goddess could ask them to all charge to their death and they would. Heh I have other examples but my game is pre prism pentad). The kings as a general trait have alot of arrogance and see only other kings as a major threat lets be honest if they for saw mortals as a threat the prisim pentad would not have happened.

As for the retirement perhaps not however I am sure he would be permited or even ordered to leave the city from time to time. It is campaign history and no one is gonna find this out for a very long time. This point was only a minor component and I had not decided how it would be dealt with quite yet.

lol if I am wrong one of the Guru's can come in here tell me to shut up and I will be on my way :P

Im not one of the Gurus ("you can say that again" i hear the Gurus holler), but Nibenay does have one of the more powerful armies, one of the largest cities (behind raam i think), and the reason he didnt interfere with his bureaucracy was because it ran efficiently and well. Nibenay could destroy Gulg no worries, thanks for coming see ya later forest queen. But he doesnt. Its better for his people to fear the crazy bloodthirsty gulgites, and anyway if theres no Gulg that means a greater levy for the other cities.

I would think Nibenay's templars would be some of the best war leaders in the Tablelands, they have had the opportunity to act without constant interference from their SK (cough hamanu cough), but still if they fail its a headless naked chick.

And the Moon Priest might have run away (must get tiring all that primitive heart surgery) . Anyway why does this moon priest have knowledge about the cycle of the grey? is he a high up templar? is he a traitor? maybe its all a big trick of Tecs? If this templar of Tec's knows then what is Tec doing? does he care about this alignment of Ral and Guthay?

[EDIT] Something else. Why would Nibenay bring back Sielba and Kalid-Ma? If hes that weak then hes just been stupid bringing in more competition, unless he really expects them all to wipe each other out.
And if the cities are back is the population living or dead? Seems a bit un-Athas returning these people to life, maybe they could be automatons, continuing to go through their barely remembered lives, or they are alive and normal during the day, but at night revert to their true dead forms (dead not undead), returning to life with the dawn. [/EDIT]

Heh ok I misread some major things like the high priest is 14 not 4 for level lol and I was reading the wrong city for military force... thanks for helping me guys. Ok well this whole concept is shot cause I misread somethings.... well damn. ok well I plan to revise this a bit...

Draco good points on the reasoning behind brining others back as I was under the impression nibenay sucked which may give him a reason now I need to change who and why this is happening. As far as why one of Tecs people... the moon is such a highly integrated part of the religion and such that they would study it, its alignment, and their effects upon the world and planes. However in Prism Pentad Tec is dead and so no one could stop his preists from doing whatever... I am working pre pentad.

Reasoning behind Sibela and Kalid-ma is that they would be horribly ****** off that they were destroyed Sibela has no one to blame but herself for attacking Urik but givin the chance I'd make an alliance with someone who was once an enemy to kill the guy who got me. Kalid-ma while his mind was destroyed could be restored.

My whole train of thought revolves around this... If someone could not gain power over the world as a ruler and as I count post prism time there is one in Urik, one in Nibinay, and one in Gulg. There is also Oronis king of Kurn who no longer seeks power and Daskinor king of eldaarich who no one has seen in a few hundred years but they are minor powers. So if there are 3 major powers and I am not in line to be the winner I am gonna bring more targets back so the others can fight them not me. Especially if they owe me one though evil and not necessarily people of their words I'd think that if you revive a champion while they are not willing to give you the world they would certianly be willing to not kill you at least until you make yourself a nusance to them.

I may need to choose another power to invoke the rituals...

I like the general idea...

Maybe Nibenay is utterly wrong about what this ritual can accomplish...(it could happen) Or, more likely, this whole ritual is a decoy so that he can cast his next Dragon Metamorphosis without anyone noticing...

It would be so Athasianly unfair to have the heroes thwart this ritual, some of them sacrificing their lives in the process, only to find out they have accomplished absolutely nothing...

I won't repeat the inconsistencies that Jaanos and DracoChapel already pointed out between the setting material and the premises for your adventure.

However...

King Nibenay found that every 2000 years the alignment of the moons causes a weakening between the barriers between the prime material plane and the Grey…

I would suggest a number like every 1386 years...

that's (7 * (7 * 11)) + (11 * (7 + 11))

7 and 11 being the number of years in the complete cycle of each moon (can't remember which is which).

Now that would be humorus the ritual to become a dragon immediatly harnessing the power of the moon brings back all of your dead enemies instead.... but I think the kings would investigate it more then to fall for such an obvious trap.

Last night this actually occured to me to restore the plant one day they must restore the energy stolen from the sun... well there was the brown tide that required energy but that only made the sun yellow and far from dying. It was all the transformation of the champions into dragons that that did some major damage to the sun. Heh so I wonder if some mad man would perform this ritual so the could all be alive so someone could drag them to the pristine tower and hit the reverse button with a dragon there. Perhaps the shadows living in the tower would seek this ritual after all if Rajaat was going to give the world to the halflings he must have had a plan to restore the world.

I like the idea of it been Daskinor whos doing it. He's so paranoid i can imagine him liking the idea of an army of the dead with no will of their own (so they cant betray him).
Plus hes so isolated the other SKs wouldnt know what he is up to.
Maybe one of his templars flees the city and is captured, interrogated and the PCs discover the plan of Daskinor's and have to try and thwart it.

Well it is my understanding content is being Developed for Daskinor and his city so I did not use him the plot took a whole other direction...

There was a group of individuals who want to restore the world. Through many years in lost cities and ruins and finding ancent texts they find that there are individuals whos powers were augmented by drawing life from the sun... they don't know who but they have suspicions about a few dead kings... They feel that the sun could be restored by stripping these people of their power and returning it to the sun. They don't know how and that wont matter because a dragon who comes to life again is gonna be ****** and kill the caster anyways. I am thinking this will be my campaign springboard thus far I have characters with lofty expectations and well developed backgrounds.

humorously enough two already died... a Pterran, Kreen, and half giant climbed a cliff and fell half giant landing on the bug and the bug barely survived. The thrikreen was later electrocuted by a Pterran for desecrating the dead by ripping the arm off a 4 day old corpse and digging in. Then the Pterran was killed by the monk who was trainning the bug to fight....
