Something I've been wondering about lately. Do the SK keep standing armies, or are any 'armies' simply made up of templars and guardsmen? I could see Hamanu keep an army aside from his templarate, but how about anyone else?

Yep, I think they all do. Nibenay and Gulg are at war almost constantly, so a standing army is a must. In Balic, literally everyone is in the militia to defend against giants. Draj is a martial culture, so probably them, too.

Just judging from the opening chapters of the Wanderer's Journal, it seems obvious that the tactic most SKs used was to raid other cities when their stores got low. This would suggest that all city states would have a standing army out of necessity both to attack and defend. In these times when so many SKs have been laid low, you would think that raiding tribes against the city-states would be more common as well, since there is no SK to simply turn them to ash. For that reason, too, standing armies would be an absolute necessity, in my opinion.

Except for Gulg's Mopti Wall and Draj's mud fields, the city-states have 20 to 40-foot tall walls encircling the city limits.
I would suggest standing armies are only needed when you know the enemy has siege engines, thus comes from another city-state, pretty much the only organizations with enough money to construct those behemoths.
Raiding tribes have no chance.
