Neraka/Khalkists Post-WotL ???

From some of the maps I've been looking at, along with what's written in the WotL sourcebook, it appears to me that the Neraka/Khalkists region is unoccupied by any of the dragonarmies at the end of the WotL.

Is this true? Three dragonarmies seem to surround the Khalkists (blue to the west, green to the south/southeast, and red to the east/northeast) but the central mountain range itself seems unoccupied.

If this is indeed the case, why? Does the Whitestone Alliance maintain forces in the region? Is it no-man's-land? Why wouldn't the dragonarmies reoccupy such a significant area if it isn't held by the forces of good?

I've always understood that the Whitestone Forces do indeed occupy it, using Sanction as a base. I imagine the "Hidden Light" (the Nerekan resistance movement) was put in charge for awhile before the iron fist of the Knights of Nereka came down and reclaimed the spiritual home of Takhisis.
