I believe psionics are one of those things generally not considered canon in Dragonlance. If you were to incorporate it into your game, it would probably be best explained as a psionic tapping into the powers of chaos saturated in the world, similar to how sorcerers work. Ah well, that's my $.02 :P

Psionics don't actually exist officially, in the sense that the rules for psionics (including psionic classes, psicrystals, psi abilities, etc) are not considered to be a core Dragonlance gaming convention. Psionic effects, such as telepathy, mental domination, telekinesis, psychic blasts, and so forth are all perfectly suited to the setting and have appeared in the past in both books and gaming products as spells or forms of magic. Creatures with psionics do actually exist, such as aboleths, but many psionic creatures specific to psionic campaigns, such as mind flayers, don't (at least, not in the same way - see the yaggol from Taladas as an example).

So what you are really asking is, can I use the Expanded Psionics Handbook with all of its soulknives and psions and psychometabolic powers etc in my Dragonlance game? Short answer: yes. Long answer: yes, but you need to really incorporate it into the setting's existing framework. What is psionic power? Is it a kind of magic? That's the easiest way out - bring it into the Age of Mortals and just consider it a function of wild magic, just as mysticism is. How is it related to the gods? How common is it? Do people confuse it for wizard magic? The latter is the case for the spells of dragons and bozaks in the Age of Despair, for example - dragons use sorcery, but wizards never realized that until later.

Good luck. Remember that none of the Dragonlance game materials support psionics rules from the XPH or its 3.0 predecessor, and that Dragonlance considers mental powers to be a subset of spell effect. You have some work to do, but it shouldn't be hard if your aim is to include those rules.

Cheers,
Cam

Well, one of the characters in my group is a Soulknife. I let him do the mindblade as a gift from Kiri-Jolith, so it's not a problem. For the Wild Talent feat, I just let him pick a spell. Of course, he's only taken one level in that class so far, he's focused more on his Ranger/Legionairre/Legion Knight/Blademaster/Half-Elf Paragon/Human Paragon, but one of these days, he'll finish it. :D

I told my players at the beginning that is they want a psionic class, I'll make it work. While it hasn't come up so far, I've decided that if they do use psionics, it'll really be a perfect blend of Primal Sorcery and Mysticism. Our Kapak Bard may just do that, as he casts both anyway, and wants to go into a little more spell power. I'd say just do that. Yeah, the mechanics are different for psionics than the rest of it (i.e. power points), but hey, they don't know if you cast spells per day or have pp in the game. Raistlin never once said that he ran out of spells for today, he only said he wasn't strong enough to cast any more.

From the FAQ...

Do psionics exist on Krynn?
According to Jamie Chambers, Sovereign Press will not be addressing psionics in Krynn one way or the other. The existence of psionics in Krynn will be up to the DM.

Some products from second edition, such as Unsung Heroes, state that psionics do not exist on Krynn. Dungeon Masters are encouraged to decide for themselves.

I agree with what Cam said, and will offer too that you should consider your psion's role in the world. Is there an organization for psionicists or not? Will this be in the 4th age or 5th age? How will the WoHS treat the psion?

You have to consider how the psion will work in the grand scheme of things where magic is concerned, especially in the 5th age when there are four types of magic.

So there's lots to think about.

I've used psionics in the past back in 2nd edition for my 4th age games and they turned out fine. Despite my love of the XPH, I have not included it in my current games. If a player wanted to and had a good backstory that fit, I would let him, but I don't go out of my way to include psionics anymore. I guess I feel that four types of power is enough and having to fit that 5th type in makes things a bit tricky.
