Question about Rhennfolk in Dyvers

I don't know if this question can be answered, but it's been bugging me. I'm beginning a campaign in Dyvers, and in the "conflicts and intrigues" section under the Dyvers entry in the Living Greyhawk Gazeteer it states that the Rhennfolk are in "the four islands of the city's River Quarter, 'causing trouble'." Wow, that's vague . My question is: What are they doing? Stealing? Protesting civil rights? Assassinating people? Normally this wouldn't be a big deal, but I'm trying to come up with more ideas and hooks for some urban adventures for a change. I would be grateful for any information, if there is any, that might illustrate this further or any other ideas for urban adventures in Dyvers.

From various sources the Rhenne are protrayed as notoriously clever traders and smugglers, perhaps some piracy not something Dyvers would approve of (when it's their tax duties and goods being lost).

Add in a strong vein of grifter, bilking the gullible but assassinations are extermely rare except for some truly evil rhennee.

After all if the rhennee begin slaughtering people or the piracy gets out of hand, ports are closed and the object is to "pluck the pigeons not kill them".

IMC the rhennee always are more or less making sure their trade balance value is higher then the occassional "unfortunate misdeeds" of some rhennee.

Just a thought...

I'd say consider the POV of the writer. I know the old Boxed Set was written from Pluffet Smedger's POV, correct? My impession of the Rhennee is that they are similar to our own Gypsies, who actually prefer to be called "Rom". They have been smeared and persecuted throughout history as thieves and con artists. While I'm sure some (perhaps many) Rhennee may fit that bill they by no means are all that way. The writer may assume they're all causing trouble when in fact it may be just a few. Maybe they're undercutting the other bargers and "stealing" business away from more organized trade unions, say the Bargers' and Boaters' Union of Dyvers or the Longshoremens' and Deckhands' Guild. Nothing causes more trouble than ticking off a bunch of longshoremen. That could get nasty.

Valkaun_Dain is correct the majority could simply be hard working people, due to discrimination both covert and overt the rhennee are undercutting the labour force causing economic and social pressures.

From the original post, I assumed you meant the criminal activities the rhennee usually engage in but the economic labour scenario definitely can be called problems.

Like any people, the rhennee are a mixed bag of good and evil hopefully you can avoid "boring stereo-types".

The Rhennee are usually simple petty criminals. Con artists, swindlers, snake oil salesmen, etc. Pick pockets and bards running con games would be common, burglars and murderers would not.

The City of Greyhawk box set, and to a lesser extent, Greyhawk: The Adventure Begins, paint the best picture of the Rhennee and what sort of activities they might be involved in.
