Indeed, these taboos may seem silly or insignificant to other characters. However, they are vitally important to the wu jen since violating them results in the loss of spells, illness, or other evil events. From p26 "violating them results in the loss of spells, illness, or other evil events", and there is no mention of the resultant evils of taboo breaking under the Spells section. In all, though, keeping the details vague does add an element of mystery to the class and gives the DM a bit of a freedom when designing not only the penalty, but what needs to be done to atone for the lapse of taboo observances. Would have been a good Dragon topic in the old days. I'm fairly certain that they could research mu spells since they have 9 levels of spells and the majority of their list derives from the mu, illusionist spells are a little more tricky for me. Going by 2e rules, there are no barred schools for wu jen either (The Complete Wizard's Handbook, p. 49). I like the 2e idea where the illusionist is a specialist rather than a subclass, making illusionist spells available to regular wizards and vice versa, so I'd allow a wu jen to research/use magic-user and illusionist spells, but that's just me.
