I remember reading in one of the old edition DS books that there was a 2% chance that any given drake on athas would be intelligent, but i can't seem to find where it says that anymore.... and it got me wondering, does it actually say anywhere why the drakes aren't inteligent anymore? In a lot of the folklore enties and stuff, the drakes are intelligent and could converse freely with other species...

I don't recall the note that you mention, but if anyone comes across it, please do post a reference - it would make a good addition to the next version of Terrors of Athas. However, some of the drakes are already intelligent (Sun has Int 13 and Rain has Int 10). Air has Int 7, Silt and Magma have Int 6, and Earth, Fire and Water have Int 4. With a little reworking of the stats, you could bump the Int of the dumber drakes by a few points. Taken as ability score adjustments to a standard array, for example, an air drake is Str +16, Dex +4, Con +10, Int -3, Wis +2, Cha +1. So you have a little bit of breathing room here to create intelligent drakes. That said, I'd still like to see the reference for the percentage chance for smarter drakes if anyone can find it .

Maybe it has something to do with the sorry state of the world. Drakes get their power from the elements afterall. That could also help to explain why the paraelemental drakes are smarter. Their influence in the world has been growing.
