Formatting pdfs question

So I'm trying to put together a pdf with a background picture thingy and foreground text and the odd picture here and there. LIke the athas.org pdf releases. The thing is, I can't figure out how to do it. I have adobe photoshop, and I used that to make the background 8.5 by 11 inches. I'm writing in Word. How do I add the background to, well, the background? While photoshop says the image i wanna use for my background is 8.5 by 11, when i try and put it as a background in word it doesn't look big enough to fill the entirety of the page (which I'm assuming is 8.5 by 11 as it says it is.

I guess my actual question is asking the fellers in the know what programs were used to make the athas.org docs, or something similar so I can make my own pdfs. Thanks.

When I make pdfs with backgrounds or watermarks, I do the text and make that into a pdf first. Then I make the background and make that into a separate pdf. Then I use Adobe Acrobat's "add background" facility to add the background pdf to the text pdf. Does that make sense?

I don't think you need to turn the picture into a PDF to use it as a background. When you add it to the background of the PDF text you can resize it to fit. Of course, it is better if it fits perfectly.

One thought is that the DPI (dots per square inch) of the image you are trying to use might make a difference. If the DPI for the image you are trying to use is less than the DPI for the PDF document than even though the image said it was a certain size (8.5x11) it would end up to small.
