The idea behind the Psyche Storing Obsidian Orbs described in the Dragon write-up, was to make a connection between those orbs that were used to make the Guardians, and the OBsidian Orbs that dragons use for their Dragon Magic/Epic Spells.

Basically, in a sense. I also see them as being necessary for becoming a "Mind Lord". One of the kinds of Orbs we have defined in the Dragon write-up suits that purpose, while the other kind does not. Both are made through psionic item creation feats, and not Arcane means.
