No there wasn't a canon Champion of Halflings. The Flayer thing is sort of an inside joke.

The Flayer is my Champion, created to defend Athas from the scourge of the space halflings. And if he takes out a few cannibalistic runts while he's waiting for their space cousins to get here, no big loss. He has nothing to do with that messed up freak called Rajaat (but I did copy Rajaat's spells and MO). :D
