There's some material in the free download Ivid the Undying and in the 1st edition DMG.

I'm not aware of any 3e material on the artifact.

You could just as easily make it related to the Machine of Lum the mad, if you were so inclined....

To paraphrase the Book of Artifacts:

The device is a black metal horseshoe-shaped contraption of immense size adorned with levers, dials, sockets, plugs, and wires.

It may be that the study of the basic workings of the machine (which combines magic and technology in ways the two were never meant to be merged, by techniques and secrets long (and best) forgotten) drove Lum to madness.

Yeah, I can see it as an example of chaositech. It's an artifact, so chaotic failure and chaotic backlash isn't going to destroy it. Although, supposedly you can destroy the Machine of Lum the Mad just by hitting it with a hammer enough times - but it it's lasted so many centuries already, its normal use probably won't blow it up. Not permanently, anyway. It still will probably blow up those trying to use it. And the normal chances of mutation and insanity apply, of course.

Yeah, I think Chaositech would work well with the artifact. It's going to be a lot more powerful than most chaositech items, however - in theory, it can do just about anything. It can also explode, mutate you horribly, and unexpectedly teleport away - and there are a bunch of other random curses that might happen as well. There's no limit.

Likely, it was the Machine of Lum that ultimately destroyed Rauxes.
