Know World fleet sizes

I recently bought Stormwrack (awesome book BTW!) and started looking at a conversion of the fleet informations given in the gaz series. I want to convert the OD&D ship types to 3E Stormwrack types and finish the Masters and Commanders thread that I began long ago.

However, I have run into some problems, mostly because there are some discrepancies between the fleet informations given in the gaz series and the ship counters in Gaz 4.

This is the information that the counters give us:

Navy of Karameikos:
4 small galleys, 2 large galleys, 3 small sailing ships, 1 large sailing ship, 1 war galley = 11 ships

Navy of Ylaruam:
3 small galleys, 5 small sailing ships = 8 ships

Navy of Ierendi:
2 fireships, 6 small galleys, 3 large galleys, 1 war galley, 2 longships, 4 small sailing ships, 2 large sailing ships = 20 ships (including 2 fireships which aren't officially part of the navy since they belong to the mages of Honor Island).

Navy of Vestland:
4 longships = 4 ships

Navy of Soderfjord:
9 longships = 9 ships

Navy of Ostland:
6 longships = 6 ships

Navy of the Five Shires:
2 small galleys, 3 small sailing ships = 5 ships

Navy of Minrothad Guilds:
2 small galleys, 12 small sailing ships, 6 large sailing ships = 20 ships

Navy of Darokin:
3 small galleys, 1 large galley, 4 small sailing ships, 2 large sailing ships = 10 ships

Navy of Thyatis:
15 small galleys, 7 large galleys, 1 war galley, 12 small sailing ships, 5 large sailing ships = 40 ships

When compared to the gaz series which say that:

1) "There are currently 8 ships of the line in the Navy, though more could be commissioned in times of war" (Gaz 1, page 26)

2) "The Royal Navy is under Admiral Jarren Kindle's command. He oversees activities of more than 36 ships. The Royal Navy includes 20 galleys and sail ships of various sizes, not including the twelve fireships on Honor Island. The rest of the navy is made up essentially of privateers". (Gaz 4, page 29)

3) Ostland has three brigades of 882 men each. Combines with the king's Personal Guard they number 3600. In addition Hord can call on 5-10,000 more men from his subjects. (Gaz 7, page 12-13)

4) Ragnar the Stout can muster three 900-man units from the clans. (Gaz 7, page 20)

5) "...the hin navy consists of 2 war galleys, 4 very old large galleys, 2 small galleys and 12 small sailing ships. Another dozen or so old, battered ships can be commandeered or hauled out of beached retirement in wartime...the navy as a whole is laughably small in both ship size and numbers." (Gaz 8, page 12-13).

6) "Darokin has only a small navy, since it does not have a large coastline or a great deal of territorial water to protect". (Gaz 11, page 18).

7) "The Minrothad Navy consists of 10 ships" (Gaz 9, page 25).

So, while the Ierendi navy counters come close to the reported fleet size (18 vs. 20 / 2 vs. 12 for fireships), the fleet of Karameikos consists of three ships fewer than the counters (8 vs. 11) and the Minrothad Navy is only half the size of the number of counters (10 vs. 20). Even worse is the "laughably small" navy of the Five Shires which is more than four times as big (22 vs. 5) which makes it more than twice the size of Karameikos' navy and even greater than Ierendi's Royal Navy!!!

If we figure that King Hord of Ostland can put just half his brigades and Personal Guard army in ships, and there can fit 60 sailors/marines into a longship in 0D&D, he would need (3600/2/60=) 30 longships - five times more than the counters give him. ;)

And what is up with Soderfjord, the nation where the jarls cannot agree on anything, having the largest fleet in the Northern Reaches?

Apart from that, there are some discrepancies between information in the gazetteers and the counters:

- the Agate is mentioned as the ship of the Merchant Prince Nosmo Beldan (gaz 9, page 55-56) but on the counters it is marked as the flag ship of the Minrothad Navy.

- the Radiant is called a small sailing ship (gaz 9, page 62) but the counter shows it as a large sailing ship.

And ships like the much-talked-about the Eagret (gaz 9) and the Bloodsail (gaz 8) are not even on the counters! (Possibly more ships, I haven't checked all the gazetteers that thoroughly).



Because it is hardly realistic that the Five Shires have two war galleys (according to gaz 8) and the Empire of Thyatis has only one (according to the counters), I guess we'll have to completely re-figure the numbers for the fleets in the Known World. Thyatis should definetly have more than 40 ships when we look at how wast a sea area their empire covers. But what is a realistic number?

The Turkish fleet at the battle of Lepanto in 1571 numbered 290 galleys and 120,000 men. When the Spanish Armada set sail for Great Britain in 1578 it consisted of 130 ships and 30,000 sailors and marines, set against the British navy of 102 vessels and 15,000 men.

But the nations of historical Europe are hardly comparable with the Known World, are they?

Another problem faces us, when we convert the number of marines and sailors in the navies, from 0D&D ship types to 3E ship types.

A small sailing ship or a small galley could carry 10 sailors and 25 marines

In 3E D&D, a Cog carries 20 sailors, a Dhow 25 sailors and a Pinnace just 15 sailors. A Trireme carries 100 people (70 of which are rowers).

A large sailing ship or a large galley could carry 20 sailors and 50 marines

In 3E D&D a Caravelle carries 30 sailors, a Junk 50 sailors, an Ironclad 120 sailors and a Greatship 500 sailors!

A 3E Dromond (medium-sized galley) carries 200 persons (100 of which are rowers).

A war galley could carry 30 sailors and 75 marines

A 3E Galley carries 300 persons (160 of which are rowers).

Clearly, if we convert all the old 0D&D large sailing ships to Greatships, the contingents of marines in the nations of the Known World are going to be rather different.

Hoo boy, this is likely to be a lot of work. My breakdown of actual capabilities would be more or less as follows:

1. Use the army listings in Poor Wizards' Almanac to get a general sense of how much manpower each nation can call upon, what sort of troop quality exists and how many naval vessels are needed purely as troop transports. The Almanacs are the most recent source of information and also are far more self-consistent than 'fluff' navy listings scattered across the GAZ line.

2. Use the relative rankings of military power identified in the Almanacs as a guideline for writing 'appropriately' sized navies for each nation. The comparisons won't be entirely one-to-one (Minrothad's navy is much larger than its army, for instance; Darokin's is smaller and likely less well-trained) but work as a starting point. Use the GAZ information as a guideline in this but not a straitjacket, and the GAZ4 counters only as source material when there's absolutely nothing else available. (GAZ4's writing and style never did impress me, especially when compared with the rest of the line; I'm disinclined to think its level of research is any better. =/)

3. If desired, once the navy sizes have been chosen, stat up the results with Sea Machine. Discrepancies between ships and counters may end up being explained here, if desired - if Ostland needs thirty longships, frex, maybe they're organized into flotillas of five ships each for fleet movements. Then post the results so we can all enjoy.

Like I said, quite possibly a lot of work involved here. It'll be interesting to see what comes out!

Don't forget that a "standing Navy" and what can really be mustered (impressed) during wartime are two drastically different things for a fuedal society. Sure, Karameikos has 11 ships to Stephen's name, but should War erupt, Stephen will impress multiple civilian ships into service, and it's likely that Marlinev and Kelvin have a couple ships that could be mustered. The Black Eagle probably has a few, but for them to be mustered, the attack on Karameikos would probably have to be in Von Hendricks' Barony's waters.

Thayatis' sole War Gally is probably the only one owned by the Emperor. Every other (non land-locked) land holder in the Empire might have one, significantly improving the mustering strength that the Empire has.

This may be off some use to you- I started doing some modifications to the Sea Machine for 3.5E, and figured out a method to find the relative hull points of 3.5E ships (this could also be used to reverse engineer OD&D ships to find hp per 10'x10' hull section.

To determine a ship’s Hull points first identify the number of hp a 10’x10’ ship section has. Multiply the hp by the number of 10’x10’ hull sections the ship has (including those under the waterline) to find the total hp of the vessel’s hull. Finally, divide the total hp by 45 to get the total Hull Points of the vessel.
For example, a galley (150’x30’x20’ with 5’ draft) has 80hp per section. Based on the galley’s size, it has 90 sections: {[(150+150+30+30) x 2.5]/10}. The total hp is 90 sections x 80 hp, equaling 7200 total hp. Dividing by 45 gives a result of 160 hull points.

As for Sea Machine itself, their are some BR bonuses based on speed per round that need to be updated to 3.5, but otherwise it should work in 3.5. There are some changes though to the regular War Machine rules, that also affect Sea Machine.

Once the monster conversions are done, I am going to revisit War/Sea/Siege Machine and will post everything to the boards. As for the OD&D ships, I think I'll convert them as separate ships later on to minimize the changes to the canon material to make it completely match 3.5E. I'm interested to see the direction you take this.

I think this is a good point.

There's also the fact this is D&D. Considering all the monsters that swim or fly, and magic and natural sea hazards, and undersea kingdoms, sea travel is probably the most dangerous form of travel for humans and demi-humans.

I think it will be a good idea to start out with looking at the "manpower" of each nation - maybe also the populated length of coastline - and then modify a bit for wealth, skill and local factors such as the terrible Minrothad weather.

About the comments about raising a larger fleet in wartime, I am going to ignore that for now, since all the army lists given in the gaz series are for standing forces only. 0D&D was built on a more or less feudal dominion system, so pretty much every nation in the Known World could claim some sort of "reserve armies" than are only mustered in times of war by local rulers etc. I assume the same is true of navies, but for now I am just going to see if I can calculate the sizes of the regular fleets.

Note that GAZ7 says explicitly "can muster" for Soderfjord (that's Ragnar, right?) and "has" for Ostland - so Ostland's is probably a standing army, which Soderfjord's is the theoretical maximum if Ragnar can get the jarls to send them (which is likely only in the fact of a direct attack).

For Karameikos, one might assume that the three small sailing ships are not considered "ships of the line", but "frigates" or "sloops" (used for scouting, escort, and communication rather than for combat).

The Minrothad counters, as you noticed, include ships that should be privateers or merchant ships, so that may explain why there are more ships than in the Gazetteer.

Soderfjord, Vestland and Ostland have the worst problems -- their forces are heavily underestimated, especially Ostland, of course. Soderfjord, with its 9 longships, has a reasonable fleet, perhaps even too large. Ostland, OTOH, is definitely underestimated. It seems that the Ierendi Gaz author did not consider the fact that Ostland doesn't have much need for a land army, so most of its armed forces would be "combined army and navy".

However, one must consider that:
1) the listed crews may be extended, by using cargo space (in the RC at least, it is specified that passengers should be included in cargo). So your longship might accomodate maybe 20 more people as "passengers";
2) the OD&D ship list is quite "abstract" -- real ships will likely be quite different from those listed (or may be similar, but carry different names; e.g., a knarr may be quite similar to a Small Sailing Ship and a drakkar may be more like a large galley than a longship).

So, maybe Ostland has a complement of smaller crafts (much like the Karameikan small ships) and, in wartime, loads more men than the usual in its longships. The listed ships may be only the peacetime fleet that Hord keeps active at all times.

Especially since that same Gaz clarifies that the Five Shires do not have a large fleet ;)

Probably the fleet listed for Thyatis is just their average fleet, and they have more than one.

There are several options. You might have a look at James Ruhlands' work on Thyatis. It is based on a quite high-powered version of Mystara (with sizable airfleets for both Alphatia and Thyatis and NPC levels on par with the 36th level-only Alphatian Grand Council) -- he goes to about 280 sailing ships and 180 galleys, not including reserves and local forces!

While it may look too much, consider that Thyatis is heavily sea based, has to fight Alphatia all the time, and that, according to Bruce Heard, the Heldannic Navy includes 41 ships, even though the HK are not heavy on sea fleets (most of their firepower being in the warbirds) and have a much smaller population base and history.

Moreover, while it's true that:

it is also true that large fleets were in RW owned by comparatively small nations, such as Venice (in the Battle of Lepanto, e.g.) or Athens (180 ships at Salamis, similar numbers in other battles).
Large empires, such as the Achaemenids and the Romans, could field massive fleets (have a look on Wikipedia for more RW numbers).

Back to Mystara, what we need to consider is that:

1) Ierendi is the strongest naval power in the Sea of Dread;
2) However, this strength is mostly due to the large number of privateers, and to the Honor ironclads (definitely a considerable advantage);
3) The Thyatian fleet can't be smaller than the HK fleet; actually, it should be much larger;
4) According to CM1, 13000 Thyatian soldiers land in Norwold -- so Thyatis needs a transport fleet that can carry that many troops, and a battle fleet that can escort the transports. And this means some 150 Large Troop Transports, in OD&D terms (there are also 1000 horses);
5) No matter how much Thincol wants to take Norwold, he certainly can't leave the Thyatian Mainland and the other dominions devoid of protection, so the actual fleet would be twice or more the one that went to Norwold.

In the end, my assessment is that the:
1) The Thyatian fleet needs to be in the range of 200 to 400 ships, with an allowance to grow by 50% in wartime, by commandeering privateer and merchant ships, getting old/reserve ships in service, and gathering auxiliary forces from the dominions;
2) The Ierendi fleet can stay at twenty ships, but can grow to 50 or even more in wartime, due to privateer and merchant ships; there are also the twelve Honor ironclads, of course;
3) Ostland's fleet must be redesigned from scratches, with the ability to carry, at its maximum size, the whole standing army of Ostland, plus sailors and captains of the ships (60 ships of the line at least) -- of course, half of the ships or even more can be privately owned
4) All other fleets stay as they are, but are considered standing fleets; ability to increase these numbers depends on the individual nation (e.g., Darokin, which doesn't have a large merchant navy, may not be able to field more than ten ships on short notice, but could well produce a significant number of ships in a few months, due to its powerful economy);
5) The Alphatian fleet is really large, maybe in the 1000+ range, but it's low quality (mostly troop transports) and dispersed on a large area.

I enjoyed your thoughts on the difference between ships-of-the-line and smaller vessels. And the important difference between transport ships and warships. It led me to alll kinds of thoughts about naval doctrines; which types of ships different nations choose to build based on strategy, economy and technology.

I never really thought about the fact that a fleet is just as dependant as an army on logistics. An army might send out a few men on horseback as scouts or messengers, but a fleet will need small, fast boats for that job. Courriers and postal service can be handled by riders and wagons, but a fleet will need a ship for that too. And of course, a fleet will need supplies of food, sails, rope, barrels and ammunition to operate in offensive or defensive operations. So it makes sense that a fleet will have both small fast boats and ships, large slow transports and also heavily armed warships to carry out all kinds of missions.

That's possible, too. Bruce's economy spreadsheet could also be of use to gauge Minrothad's fleet against the HK.

Yes, these are important issues, though probably Mystaran admirals can use magic to perform some of these tasks -- especially communication and scouting, since you don't need large numbers of mages/clerics to perform.
Of course, transport ships and fast ships are still important.
Note that, in Mystara, the composition of a fleet can be also affected by the presence of an Air Fleet -- e.g., the HK's navy is clearly oriented towards transportation, since scouting and assault are the domain of the Luftflotte. The same would likely be true for Alphatia.

Just wanted to voice in with a me too on dramatically increasing the Thyatian navy. Since galleys are designed for war and not the deep sea, I would suggest that Thyatis has several naval fleets which are not intended to support each other. Most of their fleets would be on the mainland or the Isle of Dawn(which can support each other), but fleets stationed on the southern continent or Ochalea or the Pearl Islands would be on their own.

My reasoning is that Thyatis will have mostly galleys that would be used both offensively and defensively along coastlines, rather than ships designed to fight in high seas, since there is little to fight over in high seas.

Thyatis would have a number of those scorpion galleys described in the Dawn of the Emperors maps.

The Shires and Minrothad have pirate/privateer(privately owned) warships as well. And the Honor Island mages have 12 fireships total(as has already been mentioned).

And then there is the question of Alphatia, with how many naval versus skyships, and just how many of those mammoth man o war skyships do they have?

Well, there's one reason to have warships capable of high-sea travel, that is moving them to whatever nation you want to bring war to.

However, the inability of galleys to travel off the coast is somewhat overrated -- it is a byproduct of the galleys origin in the Mediterranean, but oar-powered ships can be built to be seaworthy, e.g. the longships.
The real problem is carrying enough food for long journeys for the large crew of a galley.
Also, in RW the galleys became obsolete also due to the development of cannons: the galley's advantage over the sailing ship is its ability to maneuver (to reach close range and either ram or board), but with cannons it became impossible to ram an enemy ship without being exposed to enemy fire, while putting cannons in galleys (the galleasses in Lepanto, e.g.) was possible, but actually gave no benefits in battle over the man-of-war, because the galleasses were too heavy to maneuver.

So, Thyatis may still use galleys, considering that most of its area of activity is confined within the Sea of Dawn -- from the Mainland to the Isle of Dawn, and from there to Ochalea and Pearl Islands.
The recent expansion in the Hinterlands probably required the addition of more sailing ships (beyond the troop transports).
Also the attempt to control Norwold would require the construction of new ships (possibly longship designs borrowed from Ostland).
The Thyatians should also be able to build "age of sails" ships, as those are likely used in the Savage Coast.

Thyatis would have a number of those scorpion galleys described in the Dawn of the Emperors maps.

Unknown number. However, consider that the Alphatians have several different classes of skyships (man-of-war, brigantines, schooners and sloops), ranging from 50 to 600 in total crew (airmen + marines), and they also have at least one aircraft carrier (picture and text in DotE).
Considering the number of dragons and rocs in the RAF and Knights of the Air, and assuming that a dragon or two (with 9th+ level rider) could take on a single Alphatian skyship (as did Retebius in the independence war), then probably Alphatia's skynavy includes at least some 50-100 large skyships.

My guess is that the Alphatian sea fleet is not much developed, serving mostly to carry non-magic troops (slave armies) and cavalry to the battlefields.

Here you are the most complete list about Mystaran fleets and ships I managed to write looking throughout the whole official material.
Maybe I lost some ship's names, but I think I have included the great part of the available info. It's a huge amount of material. If your PCs go sailing, they will get bored long before they will met all the ships listed in this article...

As you may guess, everything inside this article is official.

The ships are grouped for nationality. They are divided in the same classes of the Rules Cyclopedia:

small galley
large galley
longship
war galley
small sailing ship
large sailing ship
vessel
special ship


If possible, troop transport capacity is also specified.
Special ships include flying and submergible ships, the Ierendian Fireships, the Alphak's Volcano Ironclads and other noticeable vessels (such as the war catamarans of Kron).It is assumed that wartime fleet is 10 times standing fleet.

Most of the ship's names comes from GAZ4 (or GAZ9) detachable counters, even if many of them come also from the rest of the official modules.
When a ship name has no module reference it is intended that it comes from GAZ4/GAZ9 counters.

At the end of this article you will find also a list of merchant's and private's ships of difficult allocation (unknown or disputed nationality).

ALFHEIM

ALPHATIA

The Alphatian Navy may be reconstructed from PWAI. Many Alphatian fleets were left stranded in many harbors of Norwold and Isle of Dawn. Other fleets were fighting offshore Metropolitan Thyatis; although they are all counted as "Remnants of Alphatian divisions" you may notice that they all have the same effectives and the same combat values. Considering that the Alphatian fleets docked in Ekto, Trikelios and Dunadale shouldn't have suffered any damage during the WotI's war with Thyatis, we could argue that the data showed in PWAI refers to an intact Alphatian fleet.

In detail, from PWAI we know that:
8 fleets surrender to Thyatis in AC1010
1 fleet is in Ekto
4 fleets are in Thothia
2 fleets are in Trikelios
4 fleets are in Dunadale

Each of these fleets has: 16 small sailing ships, 4 small sailing ships converted to troop transport, 4 large sailing ships, 4 large sailing ships converted to troop transport.

Total: 304 small sailing ships, 76 small sailing ships converted to troop transport, 76 large sailing ships, 76 large sailing ships converted to troop transport.

Notice that both Empires base their naval power mainly on sailing ships (mainly large ones). Even in Thyatian Empire, the sum of all sailing ships is about 50% more of the sum of all the galleys.
We may think that the average Mystaran naval technology around AC1000 is in a transition phase from galleys to sailing ships (a condition similar to Europe's 1450-1550 period), with some nations experimenting even more modern ships (Minrothad produces small clippers, that are a typical ship of XVIII century).


Appendix 2: the largest 12 fleets of Mystara

This list includes only the nations whose fleets are explicitly known, referred to wartime conditions. Many nations, such as Vilaverde, Texeiras, Kartelios, Cathos and Slagovich, also possess a very large navy, and they surely take place somewhere in this list (especially Vilaverde). The lack of detailed info about them prevents their enlisting.
It is assumed that a wartime fleet is about 10 times a standing fleet.

Important note: the numerical entity of a navy, in general, does NOT reflect its true value in battle.
The value in battle depends strongly on the kind of their ships (think about the ironclads of Alphaks' Volcano), their quality (for example Ierendian ships are the best for quality, while Minrothad's clippers should be the fastest), on the training of the crew (Ierendian and Thyatians should be the best) and the value of their captain (maybe Minroth has the best of them). Oh, and on weaponry, of course (Alphatian ships should not be so weak if they have at least a mage on board...). So it is quite difficult to give a classification by battle value. Even the BR system is incomplete, giving the fact that it depends also on climate conditions and on numerical ratio of the involved fleets.
