Has anyone ever come up with a good system for generating random cargo?

No. But it would be a great idea to come up with a system.

I think you would start off by working out how much cargo space is on a ship (this means consulting some sort of table).

After you have the amount of space (is it measured in "tons" of cargo? - I forget) you could roll once on a table for every unit (ton/5ft cube/whatever) of cargo.

The table could be a d% table with a number of normal items (bags of potatoes and the like) on it. High numbers could lead you to roll again on a special table.

The special table could be full of more expensive items (steel ingots and other very valuable goods). High numbers on this second table could lead you to roll on a unique table.

This third table could feature magical items, and other things like that (or the version in the DMG could be pointed to).

You would probably want to have slaves on at least one of the tables to cover random cargoes of slavers.

I think someone made a list of special items on the SJML a while ago. We could probably make a similar list that deals with quantities of regular items and use the SJML's list as the thing to roll on if we get a high number. I've tried searching for the post but am getting too large a number of results so will have to find a way to narrow it down.
