I don't have the book handy to do the math, but iirc, the 3e/3.5e DMG gives percentages (of total populations) of people that are adventuring classes. Feed the population figures from the LGG into those equations and you'll have a rough answer. |

In my campaign, wizards are rare but Greyhawk and Ekbir host the two largest centres of magical excellence in the Flanaess, so their 'magical' populations will be much higher than average and membership will include wizards from other regional guilds who want access to the increased resources that such establishments can offer. |

That's about .2% of the population. However most of the population lives in smaller settlements, so the numbers will be even lower there. Personally my answer is always 'As many as needed for the story', but I'm not really a stickler on Greyhawk canon. |
