As you said, he relies on his underlings - that's why Leadership is needed. Let me show up something that's not underpowered, but is very very useless in combat: Swashbuckling Adventures - Courtier Hd d4 AB poor Saves Will Skill points 10+Int ! In most levels he gains a special ability like Versatile (a cross-class skill becomes class skill), Iron Will, Leadership, Wealth (some extra money) etc. The difference from the diplomat prestige class is in skill points. Try Swashbuckling Adventures Corebook - it suits Ravenloft great!
