Literacy
"Instead of buying a rank in Literacy, you choose a new language that you can read and write. You do not have to be able to speak the language."

At first this was confusing to me, because I assumed the last sentence meant taking Literacy gave you the ability to speak the language too.

But after reading it again another day, I think it means somethnig else. It means I can be literate in a language without even knowing how to speak it verbally. (Just like many people speak a language without being literate.)

Is that correct?

In order to form ideas and sentences, one would have to know grammar and would probably be able to speak it, save for languages that cannot be spoken like Thri-Kreen or binary.

I interpret it meaning the literacy applies to a language known to you, that way there is no problem as weither you can or cannot speak it to beggin with.

Every player character knows at least one language to begin with. So no problem with literacy at first level.

If composed an NPC with some aristocrat levels and gave him Literacy (xxx,zzz) on his two languages he could already speak.

Hypothetically, one could take Literacy in, say, ancient halfling (rhulisti), since no one alive speaks it anymore.

Correct. There are so-called "dead languages" that no one speaks, but in theory one could learn to read and write them.
