I will be starting playing in a campaign which takes place in the city of Greyhawk. The party is supposed to be a small organization of theives within the city. I was just wondering what you guys could tell me about the way the Underworld of the Free City works and how the law treats it. Thanks.

Nerof Gasgul, Lord Mayor of the Free City of Greyhawk is also the Co-Leader of the Greyhawk Thieve's Guild whom is at odds with the Greyhawk Assassin's Guild.

The Thieves Guild charges Greyhawk business a monthly "safety & protection fee.

Businesses that pay the fee are not robbed by the Thieves Guild, and the Thieves Guild actually protects the business from thieves not affiliated with the guild.

Businesses that do not pay the fee, are robbed by the Thieves Guild and are offered no protection against robbery by 3rd party thieves.

One could add that the Thieves Guild doesn't look kindly on "independent" rogues practicing their "art" within the city. Though there has been a number of individuals who succeeded in such endeavor despite the risks (or, perhaps, because of them). Gord the Rogue was one such fellow.

Get yourself the old City of Greyhawk box (or the books from it at least). It´s got all the details on that guild and the city in general.
The 2e Greyhawk Players guide also has some updates to this and nice info on the City.

The Gord novels by Gygax are very nice for flavor. In particular the first three and partly the short stories.
