[DS3 equipment] Handfork: the ultimate sure-striker?

Hi all, according to the rules you make with the handfork in one attack two simultanious attack rolls (both at the same attack bonus) and resolve both attacks seperately. Then, precision bonusses on damage are only applied to one attack. Then my question: to which one attack are these bonusses applied? Do you need to declare that before or after rolling the dice?
In the latter case you will almost always have a succeeded sneak attack, psionic weapon or other kind of attacks in which the damage bonusses really count, as you have 2 chances to hit. I think this would make it unbalanced, especially when you realize that this light weapon already effectively deals 2d4 damage/attack.
What are your thoughts about this?

It does sound a bit over powered. I think it should deal 1d4 damage instead. Is it an exotic weapon? If not, mabe it should be a conditional exotic weapon. As a martial weapon only one attack roll should be made. As an exotic weapon two attack rolls can be made, choosing the best roll. Just a thought!
