I haven't really developed too much for the advanced beings, but that being said, my take on the rules for Athas are somewhat different than those presented in DS3. Once I really codify my own, in house, set of psionic / magic rules I'll put them here for others to not use as they see fit. :D On top of that, I'll put up my own personal take of advanced beings.

The short version of my rules set is that nexus energy, plant energy, and animal energy are all very much the same stuff in different forms. Advanced beings are able to channel these different sets of energies as if they were the same thing..... Which is why for me, wizards are somewhat powerful (and more than just a little threat), and defilers are quite nasty to face off against. Let alone the power that a dragon can wield.....

Spirits of the Land are stuck in thier chosen lands. Period. It's really the only thing that makes sense.

Elementals are free to roam, but spend most of their time on their chosen elemental plane, only coming directly to Athas when summoned or sent by the Elemental Lords.

Actually, my homebrew region of Athas doesn't have either dragons or avangions, but elemental beings abound. I decided to focus very heavily on the elemental war, having placed it considerably more in the forefront of the story.with various elemental factions holding sway over much of the populace, even so much as dominating a few countries entirely.

As for rules, I really don't use much of anything. I've never had a player get near the point of becoming an adavanced being, so its never been an issue nor do I stat out story based elements. Also, I do let some Spirits of the Land raom; that's why they get druids to guard the lands in the first place, to free them up from doing it so that they can then turn their attentions to, well to whatever it is that SotL do in their free time. Probably bachi. They are pretty old after all.

I let Spirits of the Land roam their land.

A Spirit's land needs not be restricted to "That Rock Overcropping".
It might be "The Estuary of the Forked Tongue".

Spirits of the Land's lands are not exclusive... they may overlap each other.
