Toying with General Skills again.

I am thinking about changing how skill points work.

PROPOSED CHANGES
Starting Skills 4 + 1 skill per INT bonus. (no change)
Starting languages: By race/culture (no change)
Skill points beyond 1st level: 1/level (New)

COST
New Skill or Language: 2 points
+1 to skill : 1 Point
