Initiative and spellcasting

One thing I’ve considered is giving spells an initiative penalty:

1-3rd level spells: No penalty when declared.
4-6: -1 to individual initiative roll when declared.
7-8: -2 to individual initiative roll when declared.
9: -3 to individual initiative roll when declared.

The above assumes the Declare Intentions phase from BDM pg. 3 (or as per X11) is used.
