The Commissioner's Billy Club

Since the commissioner is a wizard he is not expected to hit hard but this weapon is so full of magic gems it use the intelligence modifier though you need a strength of 12 to hold it with two hands and a strength of 16 to hold it with one. One gem is a black pearl that give this weapon the ability to talk common and most elvish languages. The pearl also give it a personality which is of course up to the DM to decide how to play. This weapon is know to be able to teleport its user, cast fire ball, fly, and an array of utility spells. Though this weapon is known by very few and is a legend to the crooks of Glantri.
