Glantrian City News; Great School of Students succeded to bind a temporary motive power and directional control to a document, by adding a stamp charged with magical encodings.
The messengers, who were afraid by losing their jobs will be reschooled and equipped with a ful set of magical destination stamps. No longer they are required to run the city, and can stay within their offices, as the documents will travel by themselves.

Only out of the city transport still has to be done by messengers.A new law must prevent capturing travelling documents. and keep acces ports open.
GBA advice, all doucuments must be send in enveloppes, and not open to public, messages may be magical in themselves by hiding or camouflaging or warbling messages, the enveloppes will protect the possible magical messages from any dispell or antimagic (until opened)
Final details of a stamp of Bureaucratic document transport.
By appying the spell "Transport document: to a special ink on prepared stamp with destination locations any document released after using a preset command word will travel by flight to that destination.
Transport Document
3rd level spel (derative specialised form of Fly and Animate Onject)
Range; 1 mile linear distance between Origin and destination (the speel allways cause tge scroll to use the fastest and most direct way, circumventing blockades.
Altitude Flying between 10 and 40'
Motive speed; 180'/round.
Casting range touch. caster must put a hand in the ink, and holding the Mold and a stamp made from the mold in the other.
Save; None, motive activation suspended when active rain or winds over strength 5 are active. Will continue moving if already activated and these circumstances do appear.
Use; Mark and charge by using a stamp (wrong stamp will send document to wrong destination) activate motive power in bulk by Command word on a stack of prepared stamped dociments/enveloppes.
Casting Time; 1 Hr Activation word will be added in the final sentence of the enchantment as chosen by the caster
Components; A stamp, A stamp mold (the original negative), and any ink. The stamp ink will be enchanted causing the Letter to follow the inked stamp to its stamp mold.
Can be cast only to a special enchanted ink, Stamp Mold and stamps. (Ink ; useful for 10.000 documents 500gp, Stamps each single one (over 80 variants currently exist officially and at least 4 unofficially) 100 GP
Documents affected weigh less than 5cn (including Enveloppe, must be less than 1 square foot (folded is allowed to decrease size) and travel no more than 1 mile from its source to origin to destination
Effect; The spell binds the spell motive magic to the document by the ink and orders it to move to its destination as determined by the stamp added to it. The Documents will stack themselves on arrival. The spell is activated by a pre -chosen command word and release. Documents captured during flight, will continue to try to escape and continue its mission as decreed.
The spell's activation does not work during rain or at winds higher than windstrength 5. Documents require an open access to the destined location or will stack themselves just before that blockade. If rain or strong wind appears after activation the document will still fullfill its travel course as decreed, yet the ink or paper may be damaged accordingly. Documents take beyond its transport range will also be dispelled as with a normal spell, Documents stamped with a destination beyond its distance limit will not be able to detect its location and will flatter a round , then dispel itself automatically.
Any exposure to Dispel magic or Antimagic will cause the papers to stop moving as decreed and lose all magic. Magic of the document itself will remain if covered in an enveloppe. All stamps magic will dissapear from the document as soon as it arrives at its destination. The stamp will remain however visible, yet without magic.
Each destination of a stamp requires an open boxx with the negative stamp of the stamp used to deternine its destination. This will be like a permanent marker made from the mold which made the stamps. as such only one mold exists, and multiple stamps may exist to each destination.
