The northern bordered realm (with settlement 3) was intended to be a Gombar or Suma'a trading colony. The southern realm (settlements 1 & 2) was intended to be a realm founded by those who had fled the fall of Varellya, supported in part by the migration map in the Hollow World boxed set.
