Mystaran "Planescape" derived from Basic D&D Alignment

Inspired a bit by BECMI Berserker's recent video, I'm re-threading the idea of a Mystaran smaller "Sigil" ("The Threefold City" maybe?). Rather than have the 9 alignments of AD&D, this Portal City would focus on the 3 alignements of Law, Neutrality and Chaos. Maybe the Dragon Gods could handle the workings of the city, or use it as their chess board. The axis of Good-Evil might exist in Alignment, but irrelevant to metaphysics of the city (so no Blood War).

One chaotic faction, the Carnival, could be an attempt to keep an eternal party in the city, and thus tend more towards 'good' even if some celebrations might get darker and more decadent (think of the Maenads of greek myth). Another chaotic faction might want to push the city in eternal riot and revolution, which might seem violent and evil, but might serve as a necessary bad to remove corrupt officials.

Neutral groups might involve one big planar market (promoting trade and self-interest), or a diplomatic council (promoting balance and maybe serving as a hidden hand behind the DDC). One group could even be behind the Pragmati.

Lawful groups would represent different aspects of law, from the direct enforcing of security through violence to the convoluted loopholes of legislation. You might see scientifically inclined Artificers in the group.
