Planar portals on Mystara
by RobinMystara is in a Planar view like a bubbling swiss cheese, there are many permanent Gates canonnically (the World Mountain in Ethengar to Spirit Realm and sphere of Death, the Great Arc in Norwold (Fire Elemental), the Great Wirl Pool in Norwold,(Plane of Water), the Ylari Desert (as its heat comes from these gates) and fanon many more
and even many more (also canonnically and fanon) temporary ...these are often found described in most of the Gazeteers, adventures, and other material
And that said; the spell Open/Close Gate is able to just create a gate to any Outer and Inner Plane required (Just needeing to exactly know where it is, mmaybe some components, meditation, divining required , but still...so even is there no gate you can (mostly) make one.
Mostly??? yes some Planes are restricted by the Immortals or can only be accesses through other Planes just due their Planar Orientation
