Yes, thats right if the arcane adept spends at least 8 hours of studying in a small tower will get 10 XP. That means, in a year will make 3650 XP [More realistic is 210 days = 2100 XP need days of rest] just studying. A medium tower 25 XP and a large Tower or the Arcane Arts Institute will give 40 XP or 210 x 40 = 8400 XP per year [Will need to Read a lot or sacrifice a lot of magic items].
-No XP from any other means: Like Monsters or treasure [Not directly: could buy books and read them]
A side effect from the Art is the desire for more and more knowledge. The Higher the Circle the more knowledge the Adept will seek even going on rare dungeon crawls in search of a rare book.
Anyway,
A 1st level Arcane Circle Adept [minimum 5th level]: Can learn any 1st Magic User spell- 15 day cycle at 500 GP per day. Example: to learn to cast Magic Missile: 7500 GP and then there is the standard chance for spell failure. On a roll of 1 [1d100]: arcane back lash. All 1st level Spell slots will be drained away [must recover as normal]...if no spell slot takes 1d6 damage from the backlash. If dies from arcane backlash equals being disintegrated.**Note: An "Arcane Adept's Notebook" will make no sense to anyone else even another Adepts. Each spell is for that Adept only [Higher Circle Adepts can guide in the process but the discovery is for that Adept alone]. This is not a cheap process: Read Magic, Detect Magic and a Magic Missile would cost the Arcane Circle Adept a cool 22,500 GP.
However, the Adept can use any spell he/she has discovered. 1st level Circle can use the power 3/day- As an example: Read Magic, Detect Magic or Magic Missile could be cast in any combination up to 3 in one day [Like magic missilex3 or magic missilex2 & detect magic] If Notebook is lost/stolen/destroyed then Arcane Circle Adept must spend 1000 GP per spell level and 1 day per 1000 GP spent. So, example : Read Magic, Detect Magic and Magic Missile would cost 3000 GP and 3 days to recreate the "Notebook".
Moving on similarly:

4th: Any 4nd level MU Spell; On a roll of 1 [1d100]: arcane back lash. All 4th level Spell slots will be drained away [must recover as normal]...if no spell slot takes 4d6 damage from the backlash. If dies from arcane backlash equals being disintegrated.**
5th: [Arcane Master "Adept"] Any 5nd level MU Spell; On a roll of 1 [1d100]: arcane back lash. All 5th level Spell slots will be drained away [must recover as normal]...if no spell slot takes 5d6 damage from the backlash. If dies from arcane backlash equals being disintegrated.** If the High Master has 3 (5th level) backlashes, the High Master vanishes from this plane of existence [DM Choice]
**Backlash that drains spell slots: causes wild surge roll once per spell slot. So, a 3rd level spell drain will roll 3 times on a wild surge chart.
Another Example: if backlash drains all 2nd level spells and the Adept had 3 slots that's 2 x 3 = 6 rolls on the Wild Surge chart [May the Dice be With You!!]
--Wild Surge Generator and Tables - The Thieves GuildAs you can see, why Glantri Counsil see this as a failed Art. However, what no one currently knows the Art can be learned by anyone even Dwarves. The Backlash would just inflict damage if no spell slots to drain. Imagine fighters, Rogues, Monks even Clerics able to cast arcane spells.
If a the Arcane Arts Institute taught a Dwarf how to cast "magic" the news would spread around the world fast and the "Head" Master [shock as anyone] would face a lot of questions.Well, that was the Failed Circle.
