Taverns as a mini-game?

The idea is mainly about a city-centered campaign rather than a traveling one, in which attending the tavern and spending coin has (planned) consequences and unlockables for players. They can do this in their downtime. Obviously Threshold is a good sort of town for this,

Players would gain "Levels" ("Patron Points"?) in a specific Tavern after spending X amount of cash buying rounds for locals. This can be done in downtime as well.

Challenges would count towards the coin cost if players participate, and give even more experience if they actually win. Dirty limericks contest, arm wrestling, darts, beer chugging... the challenges would vary according to the establishment.

Unlockables would involve discounts, freebies, a better rep (Advantage on social rolls in the tavern in question) or even a painting of yourself over the fireplace. Each tavern would have its own unlockables. So a seedy tavern might provide you with contacts with the Thieves' Guild even if you're not a Rogue (but only in that tavern).

It would work well in the Five Shires, although it could adapted to the Northern Reaches, and make more out of downtime in the mead halls (and improve the PCs relationship with the local Jarl).
