Wako Pirate (5e Rogue Swashbuckler variant)

As a character option, Rogues in Yasuko won't find massive urban centers in which to thrive, so in that order I look to historical Japan and its age of piracy to provide them with the Wokou archetype, although I'll use the term Wako as its both the incorrect Korean word used in Oriental Adventures and I like the sound of it. But by all means choose the pronunciation you like (the word was meant originally as a pejorative exonym anyways). Yasukan Pirates themselves choose a name based on their crew, so they might call themselves "the Straw Hat Crew"...

Traditionally, the Wako pirates would have been raiding the Pearl Islands, Ochalea and parts of the Isle of Dawn. Recently, some might be allying with the nascent (fanon) Treasure Fleet of Ochalea, or even joining them. Because they lack large urban centers to host shipyards, Yasukan pirates would start out with small embarcations, putting the emphasis on mobility and surprise, until they could capture larger foreign ships for themselves.

Pirates would welcome any race, although Domestic Rakasta (MPG, p.92), which I call "Meganeko" in Yasuko (fake japanese neologism) should trade off their fear of water with another hindrance, like a catnip addiction.

Wako pirates are largely successful because they are based out of reach of Thyatian authorities. However, they are all prone to "mysterious disappearances" whenever their numbers go too high, so there is an aura of weirdness about them. (spoiler: some get taken to the Hollow World to join in the Merry Pirates).
