Weapon Mastery Skill

The General Skill called Weapon Mastery from Gaz10 and Gaz13 is problematic in a lot of ways IMO. However, I would change it so that this general skill provides two benefits:
1) It grants one option to train a level of Weapon in addition to the options already provided from the character's class and level. The character still has to find a trainer and spend the time and gold to train. If the training is successful, an additonal level of mastery is granted. If not, the character can train again as by the normal rules. The option is not lost.
OR 2)
The character may gain basic mastery with a weapon normally restricted for his class. Basic mastery is automatic in this case and normal training rules are not required. The character may increase mastery with this weapon at later times through normal means. Note that the character may receive social or religious consequences for wielding a weapon normally not permitted, but this is left to the DM's decision.
